William Lee Neal killed three women in Colorado over about five weeks in the summer of 1998, and made two of them witness what he had done to the first. He used the name Cody as well as Charmin' Billy.
He was born in 1955 and was known to those he defrauded as Charmin' Billy, a name that became the title of a book about the case. Rebecca Holberton, Candace Walters and Angela Fite were killed between June and July 1998 at an apartment in Jefferson County. He had taken money from each of them under false pretences. The first two were killed with an axe; he kept the bodies in the flat and brought later victims into the room where they lay before killing them.
He confessed and pleaded guilty. He was sentenced to death on September 29, 1999 by a panel of judges. In 2003 the Colorado Supreme Court held that the judge-panel sentencing scheme was unconstitutional, and his sentence was reduced to life imprisonment.
