Three months after Aileen Wuornos was arrested, an investigator in the Daytona Beach office of the State Attorney for Florida's Seventh Judicial Circuit packed up three Maxell video tapes and sent them to Building 27958A at Quantico, Virginia. They were the original first-generation recordings of interviews conducted at the Volusia County Branch Jail in January 1991, the audio on them was very poor, and the prosecutors wanted the FBI's Engineering Research Facility to make them audible. The letter explains why it matters: the defendant "is also a suspect in at least six other similar type homicides involving male victims."
That is the earliest document in this bundle and the most direct. The rest is the machinery of a multi-agency investigation: teletypes and complaint forms from the winter of 1990, a meeting at the Marion County sheriff's office in December that year, a note that a female paramedic had stopped two women involved in a car accident who said they were driving to a fireworks display. And, sixteen years after Wuornos was executed, a request from the Tampa field office asking the Behavioral Analysis Unit whether an unsolved 1984 shooting on Interstate 75 might have been hers after all.
Four items were released together and one of them is not a record of anything. The second is a printout of a CNN webpage about the execution, dated 9 October 2002, which somebody printed and filed. It is journalism, it arrived inside the bundle, and we have not reproduced it: a news report does not become a public record by being filed with public records, and CNN still owns it. It matters for one reason worth stating - it quotes Wuornos directly, and those quotations are a reporter's account at second hand. They are not a transcript and must never be cited as one.
The three genuine documents are a US federal agency's records and a Florida state prosecutor's correspondence, both public and reproduced here. Note what they are not: none of them is evidence, none is testimony, and the ViCAP submission in particular is an analytical request rather than a finding. It says so itself - the observations and suggestions in it "are the result of the knowledge drawn from the personal investigative experience" of the analysts, which is a careful way of saying informed opinion.
The 2007 document is the strange one and the reason this bundle is worth reading. Wuornos had been dead for five years. The Tampa field office, working out of the Fort Myers resident agency under case 252A-TP-C68651, asked the National Center for the Analysis of Violent Crime whether the unsolved shooting of a man named Chambers - found dead in his car on northbound I-75 in August 1984, five years before the killings she was convicted of - could be connected to her. The file is marked "Working Copy". What the analysts concluded is not in what survives here.
The complaint forms are the bulk of it and they are teletype capitals throughout, which is how a 1990 multi-agency hunt communicated: Marion County, Volusia County, the Investigative Support Unit at Quantico, fact sheets going back and forth by facsimile. We have set them as they came rather than in sentence case, because unlike the Dahmer statement these are not somebody speaking - they are wire traffic, and the capitals are the form. That caused a problem worth naming: the tool that reassembles broken lines into sentences treats a line of capitals as a heading, which is right for a court transcript and wrong for a teletype, where every line is capitals. It was starting a new paragraph at almost every line and leaving sentences in pieces. The capitals runs are now rejoined on their full stops instead.
A good half of the physical release is newsprint, and none of it is printed here. Clipped and filed with the Bureau's paperwork are the Ocala Star-Banner's coverage of the search for two women seen leaving Peter Siems's wrecked car near Orange Springs in July 1990, with Capt. Steve Binegar of the Marion County sheriff's office quoted throughout; the Tampa Tribune's full page of December 14, 1990, on the eight victims, Richard Mallory, David Spears, Charles Carskaddon, Peter Siems, Troy Burress, Charles Humphreys, Walter Gino Antonio and a John Doe, with their families' words about them; the New York Times report of the same week headed "8 Men Slain, and Now a Suspicion That the Killer Is a Woman"; a story on Tyria Moore's statement to investigators after the January 1991 arrest; and, oddly, several pages of the Miami Herald's autumn 1990 coverage of the Gainesville student murders, including a psychologist's profile of that killer, which have nothing to do with Wuornos and were presumably filed because the two manhunts overlapped. Every one of those is the newspaper's property, and every one came off the scanner as two columns braided into one paragraph, unreadable in any case. They are described so a reader knows what the Bureau was reading; the papers themselves hold the text. Four paragraphs of the ViCAP analysis suffered the same two-column weave and are likewise left out.
The scan is mixed. The State Attorney letter and the ViCAP submission are typed pages and read well; the complaint forms are worse, and the usual damage is there - "Wuornos" arrives as "Wuomos" wherever the scanner met the rn, "enclosed" as "encTosed". We repaired what had exactly one possible reading and left the rest, and dropped the passages that came through as characters rather than words.

Aileen Wournos Interview Background SSAs interviewed Aileen Wournos on Death Row in Florida in March of 2001, as part of the NCAVC's research project involving interviews of serial killers. Wournos agreed to be videotaped during the interview, which lasted nearly 40 hours over the course of four days. Around the time of the interview, a group of Florida attorneys, in a bold effort to suspend executions, filed a motion to declared all Death Row inmates incompetent.
Wournos, who had been on Death Row since May of 1992, had come to terms with her sentence and, in her own mind, felt that she was right with God. In an effort to demonstrate her competency, she was willing and ready to speak with anyone who had an interest in her crimes. THE VEHICLE HAD TO BE ABANDONED AND TWO WHITE FEMALES WERE OBSERVED TO OCCUPY AND EXIT THE VEHICLE.

SHE STATED SHE CONFESSED TO PROTECT AND WAS EXTREMELY INSISTENT THAT I I HAD NOTHING PHYSICALLY TO DO WITH THE PAGE 4 MURDERS OTHER THAN HAVING KNOWLEDGE WHICH WAS PROVIDED TO I BY WOURNOS SUBSEQUENT TO THE MURDERS. WOURNOS STATED THE MOTIVE FOR THE MURDERS WAS BECAUSE SHE EXPRESSED NO REMORSE AND WAS ONLY SORRY SHE GOT CAUGHT. SHE SAID, I'LL BE FAMOUS AND MAYBE I'LL WRITE A BOOK." A STORAGE SHED WAS LOCATED THAT WOURNOS HAD RENTED AND ITEMS BELONGING TO SOME OF THE VICTIMS WERE LOCATED IN THE SHED. ALSO THE 22 CALIBER PISTOL USED IN THE MURDERS WAS LOCATED BY DIVERS IN A RIVER AT DAYTONA BEACH, FLORIDA.

I STATED THAT WOURNOS' REAL FATHER WAS ARRESTED IN 1962 FOR KIDNAPPING, SODOMY AND RELATED CHARGES CONCERNING A MINOR AND WAS SENTENCED TO FEDERAL PRISON FOR 25 YEARS. HE COMMITTED SUICIDE IN 1965 AND WOURNOS AT AGE 4 WAS ADOPTED BY HER PATERNAL GRANDPARENTS WHO SHE CONSIDERS HER PARENTS. On 1/17/91, San Diego case agent sent a teletype directly to the Daytona Beach Resident Agency via facsimile. This teletype was not dated. Also, on 1/17/91, SA I I left a message for the writer to telephone him at San Diego Division reference leads set forth in 1/17/91 teletype.
On 1/18/91, the writer contacted investigators at the FLORIDA DEPARTMENT OF LAW ENFORCEMENT (FDLE) office, Daytona Beach, Florida, reference the arrest of WUORNOS in Daytona Beach for charges of first degree murder in the death of a Clearwater video store owner. WUORNOS is a suspect in the serial killings of at least seven middle aged men in the North and Central Florida areas. FDLE investigators advised the writer that their investigation reflected WUORNOS, who is a lesbian, had traveled
FDLE investigators advised they had no information that indicated WUORNOS had ever traveled to California or the West Coast, and no information that she may have been involved in child abduction. Additionally, FDLE investigators advised WUORNOS1 attorney was not allowing his client to be interviewed.
On 1/20/91. the above information was telephonicallv relayed to SA by the writer. SA advised the writer to send a teletype referencing the 1/20/91 telephone call with him. He requested the writer to obtain booking photographs of WUORNOS and to obtain background information from local investigators at the VCSO. Additionally, SA requested background information regarding WUORNOS' female lover.
On 1/31/91, the writer conducted an investigation re this matter with VCSO investigator land obtained background information and photographs of WUORNOS as requested by San Diego case agent.
