The Director's teletype went out on the day itself. July 14, 1966: eight student nurses found murdered in a townhouse at 2319 East 100th Street in South Chicago, and Washington wanted to know by return wire what the local police had, and whether there was any ground yet for an unlawful flight warrant, because that was the one door through which the Bureau could come into a Chicago murder. For the next four days the file is that question asked over and over, while the Chicago office reported what the police would share.
The police found him on their own. The survivor, Corazon Amurao, had lain under a bed through the night and could describe him, and when Speck, a merchant seaman who had been drinking his way around the South Side, cut his wrists in a flophouse three days later and was brought into Cook County Hospital, a young doctor recognized him from the description in the papers, tattoo and all. The Bureau's part was the one thing it was built for: fingerprints. The word appears forty-eight times, alongside the leads wired to Dallas, Houston and New Orleans to find his relatives and every maritime union that might have his card.
The last two documents in the release are of a different kind altogether. In October 1991, five weeks before Speck died of a heart attack while serving his sentence, a supervisor at Quantico opened the research file that the FBI Academy had kept on him since 1988 and found almost nothing in it. Two agents had interviewed Speck in prison on June 20, 1980, as part of the Bureau's study of violent offenders, and what survived was the questionnaire they filled in. The consent form was gone. So were the crime scene and autopsy photographs, the police and presentence reports, and the psychiatric evaluations. In 1995 the file was reviewed again, because somebody had returned material by letter in February 1992 and the unit wanted to know whether the missing items were among it.
Speck does not speak anywhere in this file. It is three FBI releases filed together: the investigative file of teletypes and memoranda from July 1966, a 29-page supplementary release, and the two Quantico memoranda of 1991 and 1995. The killings were a state crime and the Chicago Police Department ran the case. What the Bureau kept was the traffic between its own offices about a case it was never in charge of, and the file says as much itself, in a memo noting that without a specific request from the local officials in Chicago a lead set for the Washington field office would not be covered.
The 1980 prison interview is the thing to chase. That questionnaire is the only document the research file still held, and it is not in this release; the two memoranda describe it without reproducing it. It is exactly the kind of record the Bureau's behavioral researchers built their early work on, and a FOIPA request citing Quantico file 252C-C1563-14 and the interview date of June 20, 1980 is where to start. The memos also raise a question the file never answers: who had the missing material for four years, and what came back.
The Bureau clipped the press into the file as it always did, and none of that is reproduced here. A newspaper report is the paper's work and a wire story is the agency's, whoever later filed it, and scanned as they were most of them are two columns run through each other. Thirty-one passages are left out. They include the Washington Post, the Evening Star and a Daily News correspondent's account of Speck's movements before and after the killings; a news item about the scale model of the townhouse the FBI built for the trial; an Associated Press report on the police sketch; a Moscow wire story in which the Soviet army paper Red Star blamed the murders on the cult of force in American life; and the wire account of the pathologist's testimony at Peoria, which went victim by victim through how each woman died. That last one is the testimony of Dr. Eugene Tapia of the Cook County morgue and it is in the trial record, which is the place to read it rather than a reporter's condensation of it.

The scan is one of the better ones in the category, 92 per cent of words legible across 191 pages, and the teletypes are left in capitals as they were sent, including their habit of spelling numbers out - JULY FOURTEEN, SIXTY SIX - which is how the Bureau kept a figure from being garbled on the wire. We repaired 259 misread words where exactly one real word could fit and left every capitalized word alone.
The two Quantico memoranda are the one place on this page where we did more than the machine could. Their lines are short and broken by the boxes where the Bureau blacked out its agents' names, and the automatic pass threw most of them away as fragments. We rejoined them by hand from the typescript, every word as typed, with the name deletions shown as [withheld], because the page is less use without them than with them.

By reference from the Director's Office, at 11:27 am., 7/14/66, Congressman Roman Pueinski Democrat Illinois, who is from Chicago) telephoned Bishop in my office and desired to know what assistance the FBI would be able to give the Chicago Police Department in connection with above-cautioned mass murder. He stated this is considered to be the "crime of the century" in Chicago.
My office had previously been in contact with Johnson in Chicago and Johnson has advised that he has already extended to the Chicago Police Department an offer of complete cooperation of the FBI with regard to use of the FBI Laboratory and Identification facilities.
Johnson had also advised the Chicago authorities of the provisions of the fugitive felon statute and assured them that, if a warrant is issued for the arrest of the subject, the FBI would assert all resources to locate him under the fugitive felon statute.
Congressman Pueinski was advised of the above and stated that he was very pleased that the FBI was already on top of the situation" and had offered complete cooperation to the Chicago authorities.

Special Agent in Charge Johnson advised that a positive identification of Richard Frederick Lindberg, FBI was made by the surviving victim. This identification was further confirmed according to Chicago Police Department Chief of Detectives by fingerprints the scene with those prints made available to them by the Bureau. Johnson advised that aggressive action is being obtained to obtain jurisdiction under the Unlawful Flight statute.
The Chicago Police Department has not as yet obtained a warrant for Lindberg. Johnson stated that he is staying on top of this situation and just as soon as a warrant is obtained by the Chicago Police Department, a request would be made for FBI assistance to locate Lindberg as an unlawful flight subject The Identification Division on July 15, 1966, forwarded identification record and fingerprints of Lindberg via commercial airlines to our Chicago Office who provided this material to the Chicago Police Department.
A 211966 Memorandum to Mr. DeLoach Re: Richard Frederick Lindberg of Lindberg as a subject in this matter has been made known to only a few members of the Chicago Police Department at this time and has not been brought to the attention of any representative of the news media. Johnson stated that he has alerted necessary personnel in his office so that he will be in a position to take I immediate action to locate Lindberg in the event unlawful flight process is obtained. Lindberg had a record of arrests in the State of Texas from 1959 to 1965,, and at one time had been incarcerated in the Department of Corrections, Huntsville, Texas. His record includes malicious destruction of property, burglary and forgery. Of significance is one charge on January 25, 1965, at Dallas, Texas, for aggravated assault on a male and female. Ore civil print was located in the Identification Division Reflecting an application for a Merchant Mariners Document at Chicago, Illinois, on April 25, 1966, at which time his address was indicated as 3966 Avondale, Chicago, Illinois.

At 3:03am today Johnson, Chicago, telephonicallyf advised extra duty Supervisor Earl Edward Sheets subject had been located at 12;32am today by the Chicago Police Department. He advised subject was found in a rooming house at 617 Madis street, Chicago, where he was registered under the name of STnBRYAN. The subjects left inner arm and right wrist fiatr TsTashed, possibly with a knife or razor blade. Subject was taken to the Cook County Hospital for treatment by the police officers, who at that time were not aware of the identity of the subject.
After the arrival of the subject at the hospital a nurse on duty became suspicious of the subject and recalled tattoos on subject resembled those in the news media. She notified the hospital officials and the officer who had brought subject to the hospital and a tentative identification of the subject was made. Bureau agents were brought into the hospital room and positive identification was made from fingerprints, tattoos and personal observation.
Johnson further advised he had been contacted by I Chief of Detectives, Chicago Police Department, b7C who expressed his deep appreciation for the assistance rendered by the FBI in this case and that the Police Department was issuing a press release advising that the identification of the subject was the result of a joint effort by the FBI and the Police Department. Johnson stated the FBI has received very favorable publicity in the press in the Chicago area.
Johnson advised he has notified offices with leads the: location of the subject.

MURDER Special Agent in Charge Johnson of our Chicago Office advised that news media irrChicago have prominently emphasized the Bureaus cooperation as a major factor in the swift apprehension of Speck. Chief of Detectives, Chicago Police Department expressed his deep appre cation for the Bureaus cooperation in locating and expeditiously making available to the Police Department Specks fingerprints. It is to be noted that copies of Specks arrest record and fingerprints were flown to Chicago and delivered by our Chicago Office to the Chicago Police Department. Fingerprints from the crime scene were then identified with the fingerprints supplied by the Bureau.
Extensive nationwide investigation had been under taken by the Bureau after the Chicago Police Department made the identification of Speck and filing local murder warrant b7C against him. Of further interest is the fact that hospital officials brought Agents to subjects room and an identifica tion was made by Bureau Agents based on fingerprints.
By way of background, at approximately 12:30 pm., July 15, 1966, Special Agent in Charge Johnson advised that information was furnished by Chief of Detectives I that Speck was an excellent suspect in the murder of the eight female student nurses as a result of the surviving victim having viewed approximately 100 photographs of merchants seamen from which she selected Specks photograph as that of the murderer. The merchants seamens hiring hall is located only 100 yards from the residence. After this identification was confirmed on July 16,, 19.66, with finger prints from the crime scene, the Chicago Police Department advised Special Agent in Charge, Johnsonvthat a local murder.
The unlawful flight warrant was obtained on July 16, 1966, with the authorization of the United States Attorney*s Office.
Telephonic leads were sent out to a number of offices by the Chicago Office where subject had relatives and previous employ ment. Maritime offices were likewise alerted. All offices throughout the country were advised by teletype On July 16, 1966.
Teams of Agents from our Chicago Office were engaged in an allout effort in checking flophouse and bars until Speck was identified in a Chicago hospital, where he had been admitted for I self-inflicted wounds. he Of interest is the interview conducted Dallas Office With sub-ienfs and subject sister, both of he sister was completely uncooperative and mother was considerably upset and furnished information as to subject*s date and place of birth and fact that subject had been a truck driver.
At the time of his arrest he was on parole from the Department of Corrections, Huntsvi 1 le TiSIsT KerThe had been serving his threeyear sentence for burglary and forgery. He was re-committed to serve, on a concurrent basis, the sentence on the assault charge with the previous burglary and forgery sentence. He received a discharge from the penitentiary on July 2, 196
OBSERVATIONS: While Speck was not on parole at the time of the Chicago murders, he was the recipient of parole in 1965 which he promptly violated by assaulting a female and was re-committed to serve his sentence. It is apparent that institutional adjustment is no guarantee as to the suit ability of this type of individual for parole consideration.
newspaper man connected with the Patterson Morning "Bergen Record," Patterson, New Jersey, telephoned my office 6:00 PM, 7-20-66, and inquired as to how he could obtain photographic copies of the finger prints of Richard rack. I informed him that information in the files of the Identi fication Division is available only to duly authorized law enforcement agencies, local and Federal governmental agencies.
He explained that they had an old involved murder case which the Bergen County Sheriff's Office was working on and MO in their case was similar to that in which captioned subject is involved in Chicago, and that although the Bergen County Sheriff's Office has been in touch with the Chicago authorities, in his opinion they are moving entirely too slow and he was interested in speeding up this matter. He said that he would contact the Bergen County Sheriff's Office and have them call the Identification-Division immediately and request photographic copies of the fingerprints of Speck and then he would like for us to turn these prints over to his representativein Washington who would drive them to Patterson, New Jersey, during the night. was quite insistent.
I again informed him that, under no circumstances, would we release copies of these fingerprints or any other fingerprints to other than duly authorized representative of law enforcement or governmental agencies. He stated that in any event he was going to contact the Bergen County Sheriff's Office regarding this matter.

Between July 6, 1965 and January 24, 1966 there have been eight known assaults on female victims in the lower Chester and Delaware County area. This investigation, predicated on information nrnvirWi ir.n.g-n Office on July 14, 1966, by Commander Homicide, Chicago Police Department, who advised that during the early morning hours of July 14, 1966, eight female student nurses in their early attached to the South Chicago Community Hospital, Chicago, Illinois, were murdered by a person then unknown, in their townhouses dormitory located at 2319 East 100 Street, Chicago, Illinois.
On July 15, 1966, Commander advised that the Chicago Police Department had displayed 100 photographs of merchants seamen working out of a hiring hall located approximately 100 yards from the townhouses residence of the victims lie advised that the surviving victim a transfer student nurse from the Philippine Islands, made a positive identification of RICHARD FRANKLIN SPECK, FBI Number 967 004 as the person with whom she talked for approximately 30 minutes at approximately 12:30 am. on July 14, at the residence ox the deceased nurses, and the, person she observed take the other victims from their Uvf.fty binding them. Commander advised that was bound but in the absence of the subject, rolled under the bed to prevent later location by the subject. He advised that remained under her bed until her alarm clock went off at 5:00 am. At that time, she went to a second floor porch roof, and called for help. Pursuant to this call, the Chicago Police Department went to the residence and 1acted the eight bodies and in a hysterical condition.
On July 15, 1966, Chief of Detectives requested MARLIN JOHNSON, to obtain from the FBI Identification Division, Washington, fingerprints of RICHARD FRANKLIN SPECK so that they could bo compared with latent impressions obtained at the crime scene.
Gn that same day, July 10, the FBI Identification Division fox warded subjects prints via commercial airlines to FBI, Chicago, which were immediately provided at the direction of MARLIN JOHNSON to the personal possession of Chief of Detectives 7:30 p.Jii, By letter dated July 18, 1968, Chief of Detectives Irequested assistance of the FBI under the Unlawful Flight to Avoid Prosecution Statute.
On July 16, a complaint authorized by Assistant United States Attorney signed by SA JOIN QUINLAN, alleging a violation of Title 18, Section 1073, by RICHARD FRANKLIN SPECK, was filed before United States District Court Judge JULIUS HOFFMAN, at his Chicago residence, and a warrant of arrest for SPECK was issued. Judge HOFFMAN advised that in his opinion, SPECK would not be bondable if arrested by the FBI on this warrant At 1:15 am., Sunday, July 17, 1966, FBI liaison at the Second Area Homicide, Chicago, telephonically advised MARLIN JOHNSON at the Chicago Office that the Chicago Police Department had received a call from the Cook County Hospital indicating that a person was then at that hospital possibly identical to the subject in that his tattoos were similar to the subjects and, according to the hospital employees, this person physically resembles the subject.
SAC, JOHNSON immediately sent three Agents from the Chicago Office to the Cook County Hospital to resolve the question of the identity of this person.
On Sunday. July 17. 1966. at 1:30 am. I Cook County Hospital, 1835 West Harriaon Street, Chicago, was interviewed at this hospital by and QUINLAN. He was advised of the identity of the interviewing Agents and of the nature of the investigation. He advised after being displayed a photograph of RICHARD FRANKLIN SPECK that this person was then in the Trauma Ward of this hospital as a patient with self-inflicted wounds.
Detectivej Area Two, Homicide, be Chicago Police Department, was already present in the room when the Special Agents arrived I Detective I advised that in his opinion, the patient in this room was, in fact, RICHARD FRANKLIN SPECK.
The arms of the patient were completely covered with ace type bandages to keep the wound bandages in place, having the effect of completely covering the tattoos on each arm.
The Special Agents observed the patient bore a strong resemblance to RICHARD FRANKLIN SPECK. The identity was resolved by an examination of the right thumb which indicated it was identical to the right thumbprint

He advised that observed the tattoos on this patients arms after the Chicago Police Department had left the hospital and he formed the opinion that this patient could be identical to the person sought for the murder of the eight student nurses in that the tattoos had received extensive news media coverage and he had personal recollection of the tattoos Bo to raise hell
JULC advised that after auVAOUU WW i advised of his concern regarding the identity of this person, the Chicap Police Department was called and advised that a person resembling the subject and having a similar tattoos was then in the Trauma Ward at the Cook County Hospital.
During the presence of the Special Agents in the Trauma Ward of the Cook County Hospital, no conversation of any kind was had with SPECK by any Agent and it appeared he was not conscious during the time the Agents were at his bedside.

She saw in the local paper the artists conception drawing of subject and later his photograph. She recalled that in January of 1964 in Sydney, two young girls were brutally murdered. This occurred not too far from where she was living in Sydney at the time. She stated that the description of the murcTferer in Sydney closely followed that of SPECK. She felt that since SPECK had been in the Merchant Marine it might be possible for him to have been in Australia in January of 1964.
recalls that while he was in London a police officer from Sydney was visiting there. This officer discussed this murder at that time stating that they had not been able to obtain any good leads.
From a review of the Identification Record on Speck, under FBI number 967 004 it is noted that Speck was arrested at Dallas, Texas, on 9/16/63, thereafter indicted and sentenced to serve three years for burglary and passing forged instruments. He was thereafter confined to the Texas Department of Corrections at Huntsville from 11/19/63 to 1/2/65 when ho was paroled on what was termed as a conditional pardon to Dallas County. Seven days later he was arrested at Dallas, Texas, his parole revoked and he was returned to the Department of Corrections at Huntsville where he remained until 7/2/65 when he was released upon completion of sentence. From the above, it is apparent that Speck could not have been in Sydney, Australia, during 1964 and accordingly no dissemination is being made as suggested in your airtel, it being noted the murders referred to occurred in January, 1964, in Sydney.
NOTE: Omaha Office received a call from Iowa woman who was from Australia and who considered the description of Speck, identified in the Chicago nurse multiple slayings, as similar to description of a murderer who killed two young Tolson DeLoach girls in Sydney, Australia, in January, 1964. Omaha Office Mohr suggested furnishing photographs and description to police Wick Casper in Sydney for their consideration. Since he was in custody Callahan at the time, this is not being done.

Speck is the individual under indictment for the murder of the eight nurses in Chicago. Johnson, Chicago Office, advised that Mr. Dan Ward, States Attorney for Cook County, Illinois, who will be responsible for the trial of Speck asked whether the services of the Bureaus Exhibits Section could be made available to construct a mock-up of the crime scene. This is a two-stor dormitory where the eight nurses were murdered and would be strictly for trial purposes. The States Attorney has no facilities at his command for con struction of such an exhibit. Ward is a strong supporter of the Bureau.
Johnson strongly recommend that we make an exception to our normal policy of not affording the services of the Exhibits Section to outside prosecutors since the Bureau cooperate in this case and opened an Unlawful Flight case on Speck and further, the identification of Speck was made on the basis of fingerprints furnished upon request by the Bureau. He thought that the Bureau would receive worldwide publicity if we honored this request.
The crime scene is presently protected from outsider and the Bureau exhibits specialist would have to go to Chicago in the immediate future to make the necessary measurements and photographs required for construction of such an exhibit. We would thereafter presumably have considerable time to actually construct the exhibit as trial of Speck is not expected to take place for several months. tt jr,, 3 RECOMMENDATION: If we do this, we will undoubtedly receive a number of requests from county and local prosecutors for similar services which we will just not be able to honor; however, since this has been characterized as the crime of the century I feel that we ought to honor the request and construct this exhibit. Mr. Lewis began his broadcast by quoting from the Directors press release issued today in connection with the issuance of Uniform Crime Reports1965. Lewis cited statistics showing the crime rise, quoted Crime Clock figures and mentioned briefly the FBI studies relating to criminal repeaters and the number of police men killed in the line of duty. Lewis offered no editorial comment i other than to say that the Directors figures certainly tended to 1 substantiate the fact that we were in an era of soaring crime rates. 1 Lewis then discussed the problem of Supreme Court decisions and how these decisions worked to the detriment of law enforcement He noted that just today a legal expert had commented i that RichartrSpeck, charged with the killing of eight nurses in Chicago, 1 might escape any punishment for his crime. This expert had said that Speck could even admit he had committed these murders and if it could be shown that although he was legally insane at the time the act was committed and was not insane atthe present time, he could end up as a free man.
Lewis discussed the case of and described how had thrown a small girl from the roof of a New York City apartment building and caused her death, was first found to be criminally insane. Later he was released to b7C stand trial and, after pleading guilty, was given a 5- to 10-year sen1 tence. Placed on probation, he violated this probation, joined

According to the girl was a complete stranger, however, suspect immediately began touching the girl on the arms and upper body and she thereafter became frightened and ran off crowd. stated this behavior shocked him and he left the terminal.
He stated the last time he saw suspect was again at the Chicago Greyhound Bus Terminal on 7/11/66.

At approximately 9:00 AM 7/16/66, telephonically contacted SA BASSETT and stated in the event his aervinea should be needed he would reside at the I of the Gary, Indiana, telephonically contacted SA BASSETT and stated that was an informant bo and that the informant had called him and fl viged b7C contact he had made the Chicago Office. b7D stated that any information given Ishould be accurate inasmuch as he had been reliable in the past'. During this contact SA I further provided IP symbol number for I 7/16/66, accompanied SA BASSETT to the Chicago Office and identified a photo of RICHARD FRANKLIN SPECK b7C as his former acquaintance and the person whom he was of b7D the firm opinion was the killer of the eight Chicago nurses. At this time, RICHARD SPECK had not yet been identified in news media as prime suspect in connection with the mass murder.
Thereafter made spot checks of the Chicago Greyhound Bus Terminal and near north side honey tonks during the afternoon of 7/16/66. He suggested the Clark Street Theater located at Clark and Madison as a place probably frequented by SPECK based on knowledge of his character. A check of this theater Bureau Agents be determined from ushers and theater manager that b?c SPECK had spent the late afternoon of Friday, 7/15/66, asleep in Aisle 4, Row 2, of the theater and that one of the ushers had woke him at approximately 8:30 PM.

On 8/2/66 Dunphy and Exhibits Specialist went to Chicago for the purpose of making the necessary survey to construct a three-dimensional trial model in the case involving Speck who is charged with the murder of eight nurses in Chicago.
Prior to conducting the survey, conferences were held with Johnson and members of the States Attorneys Office for Cook County, Illinois, and the Administrator of the South Chicago Hospital which rented the residence for the nurses. The scene of the crime was visited with Assistant States Attorneys! bo and As a result of this visit, it was determined that in order to display what they will need for trial purposes two models will be necessary; one showing the detail of the two-story building where the crimes were committed, and another showing the relationship of this building to the surrounding area. The location of the beds and other pieces of furniture in the apartment is rather pertinent to the activity that took place and models of the furniture will therefore be made for their use.
Members of the States Attorneys Office expressed sincere gratitude to the Director and the Bureau for our prompt arrival on the scene and the assistance to be rendered them by this trial exhibit.
Without such an exhibit they would have a most difficult time explaining the sequence of events to a jury.
While the States Attorneys Office indicated they do not think this matter will come to trial until latter part of this year, in view' of the major nature of the crime there is a chance that there will be some court activity earlier. Therefore, we will prepare the trial exhibits as promptly as possible. They were instructed to immediately advise the Bureau if for any reason they decide that the exhibits would not be Required.
The contents of the enclosure are. self-explanatory and the Bureau is requested to have the Chicago office determine if the information desired is available or if it night be available in the future.
Captain Detective Division, Ridley Township,. Pa on 8/12/66 advised SA that
1 was arrested 7/2 8/66 and charged with assault and attempt to rape. He stated this individual has been positively identified as being responsible for at least five attacks on women in Delaware County including an attack on a nurse at a Chester, Pa., hospital several months ago.

County Detective Chester County Detective Office, West Chester, Pa., on 8/15/66 was con tacted and furnished information received from Captain concerning He stated he would give the above information to the proper individuals in that office who are working on assaults on females in that county.
Lieutenant Harrisburg, Pa., ad vised SA ROBERT SAVARD, Jr., that the did not conduct any investigation regarding the assaults committed in the Chester and Delaware Counties.
In view of the above and since there is no infor mation to indicate captioned subject was been in the Delaware Ghester County area of Pennsylvania, no further investigation is being conducted.

Of fiber an artist in the Graphic Arts Section, Chicago Police Department, spoke to the survivor for approximately 45 minutes and from this conversation prepared an artist conception, sketch, which the survivor advised resembled the unknown subject.

Embassy in Ottawa The letter apparently refers to the mass murder with which crime Speck has been charged. You are requested to furnish the.'letter to appropriate local authorities.
Speck is under indictment in Chicago for the murder of eight nurses. The States Attorney for Cook County, Illinois requested, through Chicago, the Bureau prepare threedimensional models for use in the trial of Speck. The Director approved this and these models have now been constructed and are being shipped to Chicago. Photographs attached.
Our Chicago Office should be advised of this shipment and also should be furnished with a resume as to what I will be in a position to testify to when these models are introduced in court.

For the information of the Bureau, it should be noted that the State Court has granted a change of venue as of December 1, 1966, and that the prosecution and defense have until December 19, 1966, to meet and select a county not continuous to Cook County which they are to propose to the court as the site of the trial. 00: Chicago For the information of the Bureau and the Chicago office, on 12/29/66 an individual who identified himself as JAMjEShNICK GRAMENOS, Assistant Public Defender, Cook County, Chicago11., appeared in the Dallas Office. He stated that he was ass-isting in depending RICHARD FRANKLIN SPECK and had come to Dallas in an attempt to get all possible background information regarding SPECK with particular emphasis upon his associates, in an attempt to determine something concerning SPECK's mental condition. He asked that he be permitted to review the Dallas file on SPECK. I very courteously pointed out to him the confidential nature of the FBI files and that it would not be possible for me to permit him to review our file.
During the course of the conversation, it appears that he is having considerable difficulty in getting any cooperation out of SPECKs relatives here, and he claimed that SPECK had given him a large number of first names of associates in Dallas, but had been unable to furnish any definite information.
I pointed out to Mr. GRAMENOS that the investigation conducted in the Dallas Office was strictly that of an unlawful flight type, mainly for the purpose of locating SPECK.
GRAMENOS also stated that some representative of the Public Defender's office in Chicago was going to make the same request of the Chicago Office.

appearing in the.Tuesday, October 8, edition of the Peoria Journal Star gets to the heart of the issue and points out quite clearly the reasons for Senator Dirksen's decision to change his mind by citing the High Court's fantastic decision in the Witherspoon case which as the editorial says, was patiently ridiculous The editorial entitled Speck Case Sank is set forth in the Record. In the Witherspoon case the Supreme Court ruled that the verdict (death penalty) was illegal because in the selection of the jury persons who 73 expressed a fixed prejudice against the death penalty were turned away. Now the attorneys for RicharcTSpcck relying on that decision claim that Speck did not get a fair trial because all the jurors expressed no prejudice against the death penalty. 176 oct 23 1988 In the original of a memorandum captioned and dated as above the Congressional Record for was reviewed and pertinent items were marked for the Director's attention. Former Special Agent now an Assistant States Attorney, advised they had not decided whether Speck will be tried on an all eight murder charge or whether they will go on just one charge.
Assistants handling the case are in favor of combining charges in one trial with the thought they will then have a better chance of getting the death sentence. Other officials feel there may be some merit in trying Speck on one murder as this will then give them an opportunity to re-try him on the other charges if they fail in this trial. I i feels the main defense will be that Speck was under the influence of drugs and alcohol at the time of the murders and, therefore, not guilty of pre meditated first degree murder.
The Defense Attorney is a man the name of Getty who is the Public Defender for Cook County. feels that Getty will try to make a name for himself at this trial pointing out that this past Monday Getty filed 16 motions including motions to change the site of the trial from Peoria on the basis that prospective jurors in this area would be contaminated by Chicago publicity and another to disqualify the Judge 1 because of prejudice.

Speck is awaiting trial in Peoria, Illinois, on charges of having murdered eight nurses in Chicago, Illinois. With the Directors approval, the Exhibits Section of the Administrative Division, prepared two models which will be used in this trial. They are a model of the apartment building showing the layout of various rooms and a model of the exterior of the building and surrounding area. We also built to scale the various items of furniture in the apartment. Johnson, Chicago, telephonically advised 3/30/67 that he had been informed by Assistant States Attorney Cook County, that the twelve jurors had finally been selected and that all remains to be done is to select the two alternates. The trial will start on Monday, 4/3/67 and they desire my testimony in connection with the introduction in evidence of these two models. The testimony will be during early part of the trial and they desire to meet with me-on Sunday, ft 4/2/67 for pretrial conference.
Speck is the individual charged with the murder of 8 student nurses in Chicago, Illinois, on 7-14-66. His trial is presently underway in State, Court at Joliet, Illinois. The chief prosecuting attorney for the State is No information in Bufiles identifiable with I 1 I/t. Identification Officer, Chicago Police Department, tee phoned my office today and advised that the defense had been pulling sorts of I shenanigans. He stated that the prosecution was preparing themselves for every possible maneuver that the defense might make and thought perhaps the defense attorney might make some dramatic move to attack the fingerprint evidence in this case. The purpose of his telephone call was to inquire as to whether, if necessary, an FBI fingerprint expert would examine the fingerprint evidence and testify as to findings in support of the experts from the Chicago Police Department who have already examined the evidence. He stated at this time he did not know if such back up testimony would be necessary but wanted to prepare for every eventuality. I informed Lt. that normally we will not have our experts examine evidence which has been examined by other experts. However, in view of the nature of this particular case I would look into the matter and let him know. He stated that he could be called collect at in Peoria.
NormaUy, we will not have our fingerprint experts examine evidence which has previously been examined by an outside expert nor have them testify in support of such outside expert as this is costly to the Bureau; such supporting testimony is not necessary in the usual case; and it might be possible for the defense attorney to pit the testimony of one expert against the other on cross-examination. However, in this case involving the particularly brutal murder of. the 8 student nurses and the extensive national interest which the case and the trial have generated, it would appear desirable to mak one of our fingerprint experts available to examine the fingerprint evidence testify, if such should be necessary. We have not been requested to exam fingerprint evidence in this case to date.
There is a precedent for examining evidence which has previously been examined by local experts. In January, 1963, one of our experts testified in trial in New York City in the case involving State of New York versus This case involved the shooting and killing of two police officers when they attempted to apprehend and his associates while robbing a tobacco store. The defense claimed bias on the part of New York City fingerprint experts who had examined the evidence and testified as to their findings. Based on request, we examined the evidence and one of our experts testified as to his findings.
It was recommended that Lt. be advised that, if necessary, we will make an expert available to examine the fingerprint evidence and testify in support of their experts in this case. The Director commented, am not pleased with this turning to us as the last alternative particularly since it is Chicago Police Dept. If
of Chicago Police Dept, makes the request I will consider it. Lt. has been contacted and advised that any request for our assistance in this case should emanated from the Superintendent of Chicago Police Department and FBI would consider such request upon receipt. Lt. indicated that the two more important pieces of evidence in this case were the testimony of the survive ing student nurse, and the latent fingerprint identification. Specks fingerprint was found about 15 inches from the bottom of one of the doors, indicating that he was in a stooped over position at the time he either opened or closed the door and suggest ing that he was dragging one of the victims through the door the time.)
Lt. advised that the prosecuting attorney, was con sidering making a statement in the court for jury impact he would be perfectly willing to have any fingerprint expert, including those from the FBI, examine the latent fingerprint identification in order to corroborate the findings of the Chicago fingerprint expert. Lt. I I advised that the prosecuting attorney had been informed that additional fingerprint testimony might give the defense an opportunity to cloud the issue. At this time the prosecuting attorney has not decideetwhether he would make his statement regarding proposal for additional fingerprint testimony. It was suggested to Lt. that they resolve this matter promptly.

At 2:20 am., 5-12-68, a female who identified herself as telephonically Supervisor William Bailey and advised that she wanted to report the whereabouts of Richard Speck, Mthe killer of the eight nurses in Chicago." She said Speck is now employed by an unknown construction company in Elkhart, Indiana. He currently uses the firstjf i name James," last name unknown, has born to lose" tattoos on right shoulder. She said this man likes to pinch and feel women" and although the police think they have him locked up, he is now out of jail and is working in Elkhart.
It is noted that reported 5-11-68, that Speck is now in death row at Statesville Penitentiary Joliet, Illinois) on charge of killing the eight nurses. release attached.
