Conde was born in 1965 in Barranquilla, Colombia, and came to the United States as a child. He was living in Miami, separated from his wife, and later gave the separation as the trigger for the killings.
Between September 1994 and January 1995 he killed six people in the Tamiami area: Lazaro Comesana, a cross-dressing male prostitute; Elisa Martinez, twenty; Charity Nava; Wanda Cook Crawford; Necole Schneider; and Rhonda Dunn, twenty-one. He picked them up, strangled them, assaulted the bodies, and left several of them where they would be found quickly; on one he wrote on the body in marker pen. The Miami press called him the Tamiami Trail Strangler, after the road.
He was arrested on June 26, 1995 after Dunn's disappearance was traced to him.
He was convicted of the Dunn murder and sentenced to death on March 7, 2000. On April 5, 2001 he pleaded guilty to the other five and received five consecutive life terms without parole. He remains on death row in Florida.
The victims were street prostitutes in a single district, killed over four months, and the case is one of a number from the same period cited in Florida on how long series of that kind took to be recognised.
