Nobody in the FBI's Kansas City Division opened a file on BTK until July 15, 2004. By then the man who used the name had not killed anyone for thirteen years, the case had belonged to the Wichita Police Department for thirty, and the Bureau's part in it had been a laboratory in Washington that the Wichita chief of police wrote to whenever another letter arrived. What moved Kansas City was a letter to the Wichita Eagle in March 2004, the first from BTK in a generation, carrying photocopies of three photographs of Vicki Wegerle's body and of her driver's license. The first communication in this release asks for an agent to be assigned to the new BTK Task Force, part time.
The Bureau's count is the thing to hold on to while reading. Every communication in the 2004 papers says eight murders: Joseph and Julie Otero and two of their children, Josephine, 11, and Joseph Jr., 9, on January 15, 1974; Kathryn Bright, 21, on April 4, 1974; Shirley Vian on March 17, 1977; Nancy Fox, 25, on December 8, 1977; and Wegerle, 28, on September 16, 1986. Anna Williams, 63, is listed too, as the woman who did not come home on April 28, 1979. Marine Hedge, killed in Park City in April 1985, and Dolores Davis, killed in January 1991, appear nowhere in these pages. Nobody connected them to BTK until Dennis Rader, arrested on February 25, 2005, told detectives about them, and on June 27, 2005 he pleaded guilty to all ten.
Most of what the Kansas City papers record is the task force doing the unglamorous work of a cold case with a DNA profile to match. Instructions go out for taking cheek swabs, air-dried, in paper and never plastic, and agents in South Carolina and Missouri collect them from men whose names had come up, each name now blacked out, none of them BTK. Behavioral analysts come to Wichita twice in the summer of 2004 and help write eight press releases. Cryptanalysts take apart the word-find puzzles he mailed, one headed MO, one ID and one RUSE, and list the ruses they found hidden in the letters: FOR SALE, HANDYMAN, INSURANCE, LOST PET. A Bureau employee who had once worked in the Espionage Section passes along what a friend who worked as a psychic took from a Dateline broadcast. Someone notices that flowers were left on Wegerle's grave at Resthaven Cemetery around the anniversary of her death in 2003.
The older half of the file is the laboratory's, and it is mostly Chief Richard LaMunyon asking for help. On March 2, 1978 the commander of the detective section writes that Wichita has seven unsolved homicides, all by strangulation, and a letter from someone taking credit. In June 1979 LaMunyon himself sends the poem mailed to Anna Williams, and asks the laboratory to compare its type with everything sent before. In July 1981 a Wichita detective carries an Underwood-Olivetti portable typewriter to the laboratory, and the laboratory reports that it can neither tie the machine to the Otero letter nor rule it out. In September 1984 there are teletypes to the legal attache in Bonn about a man serving with the Air Force in West Germany. The Wichita police's own summaries of the killings are here as well, and they give the victims back a little of their lives: Joseph Otero, recently retired from the Air Force, four months in the city, eating breakfast while his wife and children made school lunches; Nancy Fox, secretary and bookkeeper for two employers, who left work at nine in the evening saying she was going straight home.
Rader's own words are on this page three times, in copies the Wichita police sent to the laboratory. The first is the Otero letter, found in a mechanical engineering book at the Wichita Public Library in October 1974 after he telephoned a newspaper to say where to look. The second is the poem "Oh! Death to Nancy," sent to KAKE-TV in February 1978. The third is a typed poem mailed to KAKE in January 1988 about Kelli and Sherri Fager, who were found dead with their father Philip in the family's Wichita home at the end of December 1987. The writer of a letter to Mary Fager that month said he had not killed them. A contractor was tried for those deaths and acquitted, Rader has never been charged with them or claimed them, and the police said at the time that they had not confirmed the 1988 mailing was from BTK at all. All three were copies of copies before the Bureau scanned them, and the machine reads them worse than anything else in the file, so that the Nancy Fox poem arrives with "semua death" in its last line. The versions published in Wichita in 1978 differ from what is printed here. Quote those, not this.
The file cannot tell you who BTK was, and it was never going to. The Bureau was a helper in this investigation, and the case file proper, the detectives' reports, the task force's tip sheets and the evidence, belongs to the Wichita Police Department and is not part of any federal release. There is no interview with Rader here and nothing from after his arrest except laboratory comparisons, among them a June 2006 report that twenty-five latent fingerprints and three palm prints from items in the case were not his, which means other people had touched those surfaces and says nothing about his guilt. The file also carries its own mistakes. The March 2004 request to open a case on Wegerle spells her "Vicky Wegger," and a September 2004 communication changes its title to correct the spelling and to add the other victims. The task force's summary sheet gives Shirley Vian's age as 26; she was reported at the time as 24.
Everything the Bureau and the Wichita police wrote here is a government record and free to reproduce. What the Bureau merely kept is another matter. Eleven pages are clippings from the Wichita Eagle, nine of them cut out between July 22 and October 28, 2004 and pasted onto the Bureau's FD-350 mounting form, and two more are a newspaper's chronology of the killings with no masthead left on it. A paper's copyright survives being filed. They are not printed. The four deleted-page sheets are, because they are the Bureau's own statement of what it held back: 96 pages across the release, almost all marked as duplicates, and the rest withheld to protect the privacy of people named in them, which is also why the names of nearly every man who gave a DNA sample are blacked out.
The release runs to 397 pages and the scan gave up 49,131 words, of which about 17,000 are printed here. Most of the rest was never going to read as English. Sixteen pages are the printout of a January 1988 search of a database of photocopier models, and about twenty-five are automated fingerprint-search reports, grids of scores against case numbers. The cryptanalysts' five pages of word lists, eleven pages of typewriter specimens and type-element catalogs, and two further copies of the Otero letter in worse condition than the one printed are described here rather than reproduced. Every 2004 communication also restates the same background paragraphs about the case, and we have printed them once. We repaired 232 misread words where only one real word fitted the damage, then ran every repair back against the scan and undid the ones it contradicted, which is why the Otero summary still says the phone line was cut with a pinching type tool. One change goes further than that and we would rather say so: the scanner reads the three letters of the monogram as BIK, BITK or BTIK often enough to be distracting, and we have set every one of them as BTK.

Mr. Otero was a recently retired Air Force The family moved to Wichita approximately four months before the homicides Mr. Otero drove his other children to school shortly before 0800 hours 1-15-74, He returned home to join the rest of his family, as they prepared school lunches and he began eating breakfast.
Evidence indicates that shortly after Mr. Otero's return, the suspect entered the residence by unknown circumstance, after first cutting the exterior phone line with a pinching type tool.

No sign of struggle was found. Mrs. Otero's purse was dumped on the dinner table and floor and Mr. Otero's billfold was on the stove. The victim's vehicle was located in a grocery store parking lot, at a major intersection, less than one mile from the residence.

BTK never took credit for this incident. Although, in a subsequent correspondence he admitted another unknown kill. This kill can be viewed as explaining how the Otero kills took place, with the exception that the victims resisted, causing the suspect to react to ian 26white female

No evidence of sexual assault or sexual activity was found at the scene. No known theft, except a possible robe. gpooeeore There are indications that Vian was not the intended victim, but rather the woman who lived at the other residence, where the man was seen, might have been the targeted victim. She wasn't home and Nancy.J FOX? 25 white female Nancy Fox resided in one half of a duplex located in an older lower middle class residential rental property neighborhood. She worked as a secretary and book keeper for two different employers.
Original Detached Specs Copy Ms. Fox left her place of employment at 2100 hours 12-8-77. She stated she was going straight home.
At 0818 hours 12-9-77, the suspect used a pay phone, located near the downtown area, a few blocks from the police department. He informed the dispatcher that a homicide would be found at the address of the victim and gave the victim's name.
Police found forced entry on the victims bedroom window. Glass was broken and a pry tool was used. The exterior telephone line was cut with a pinching tool.
There was no sign of struggle inside the residence. The victim's purse was dumped on the table. The victim's driver's license was missing. The receiver from the wall phone was on the floor.
The evidence indicates the victim smoked a cigarette, was chewing gum and had already hung up her slacks when confronted by the suspect, who apparently had been waiting inside for the victim.
BTK sent a poem to the local newspaper indicating he killed Vian and a poem for Fox would be sent later. The poem was not recognized as anything but a potential classified advertisement for Valentine's Day and the police were not notified.
Subsequently, BTK sent another typewritten copy of a letter, a copy of a poem for Fox, SLooeEor and a copy of a sketch of the Fox homicide scene to a local television station.
The police obtained the poem for Vian from the newspaper. The new letter described, in detail, the deaths of the Oteros, Vian, and Fox. noted another victim killed and challenged the police to identify the other killing. The letter also described how the next victim would be found.
The final known acyl ty of BTK, in our city, occurring 4-28-79.

Ms. Williams returned home in the late evening hours of 4-28-79. She found plastic coated wire from her basement in the bedroom. Stacked with the wire was her slip,
bloomers and belts. Jewelry, coins, and scarves were missing. The home had been forcible entered by breaking glass and pry ing a basement window. A burglary investigation was conducted.
Several months later, the victim and the same local television station mentioned in the Fox case, received identical packages in the mail.

9 Sometime during the early morning of January 15, 1974, someone entered the Otero ‘home. Mrs.
Julie Otero. was assisting two minor children, Josephine and Joseph prepare a for school. Mr. Otero was away taking two other chi school. Upon his return he also was taken captive.
October 20, 1974 a typewritten letter was found in the Wichita Public Library. The letter is an original. The 17) writer speaks specifically of the murders; the bodies; their locations; the manner in which they were killed. There is no doubt that this is the same person who is involved in these Killings. This same person is believed to be involved in eral homicides: The Otero homicides the Vian Homicide the Fox homicide and Victim who has yet to be lagneified and finally a foi led attempt wherein the intended vitim did not return home. A total of seven homicides have ben committed by this person who claims to work alone. He alls himself "B.T.K.", the last ee Bo ECL Detective ha Zridees Adda tion that lead to a specific typewriter as being suspected typing the Otero letter. As he is the Documents Examiner for the Wichita Police Department, he has carefully examined
typewriter exemplars and the Otero letter. Many significant similarities are found. He has not been able to eliminate the typewriter. The has also examined the exemplar and the Letter, they too can not eliminate the typewriter. oh be attending the Documents Examiner School in Quantico, July 12-24, I am sending with him the following items:

Referred to as the "Otero Letter".
It would be appreciated if you will examine the typewriter and the exemplars to determine whether the "Otero Letter was typed on this particular typewriter. Also please examine the "Otero Letter" with the Laser Beam device for possible latent fingerprints. The Letter was processed by your Laboratory with Ninhydrin Spray. Additionally, please examine the ribbon on the typewriter to determine whether it was used when the "Otero Letter was typed.
This evidence should be returned to us. The evidence has been examined by other experts as described above.
