Kennedy was born in 1943 and lived as a drifter, connected with outlaw motorcycle clubs in Florida and Georgia, with a long record and a period as an escaped prisoner.

In 1973, aged thirty, he was confined at Lake City, Florida, and began describing killings he had committed in Florida, Arkansas, Georgia, New Mexico and Texas going back to 1958, involving beatings, strangling and shooting. The figure of nine or more in this roster is drawn from those statements.
