Jeffrey Paul Cutlip was born on June 15, 1949. By the time he confessed he had a long record as a sex offender, a history of treatment at the Oregon State Hospital, and a new name, Jesse Andre D'Breeze.
In 1975 he lived in an apartment building at 715 Southwest 15th Avenue in Portland. One night he walked through the unlocked door of his neighbor, Marlene Claire Carlson, forty-four, found her asleep, jumped on her and demanded sex. When she refused he tried to smother her with a pillow, and when that failed he strangled her with a telephone cord and assaulted her body. She was last seen alive on July 30, 1975, and found dead in her apartment a week later, on August 6 or 7 by different accounts. Police never questioned him.
On April 4, 1977, at Johnson Creek Park, he met Julie Marie Bennett, fifteen, of Milwaukie. At about four in the afternoon they went to a Corner Pantry store and bought beer and cigarettes. He then forced her to the ground, tied her hands behind her back and raped her for nearly two hours. When she said she would go to the police, he took her back toward the park, tried to smother her, and when that failed held her head under the water of the creek until she stopped breathing, and dragged her body to the east bank. A friend who had been with her raised the alarm, and her father searched; her purse turned up in bushes in the park, and her body was found two days later. Her death was ruled an accidental drowning. People in the neighborhood suspected Cutlip, and he moved away.
In 1982 he broke into a woman's home, gagged and tied her and sexually assaulted her for six hours. He was caught, convicted of sodomy and first-degree burglary, and registered as a sex offender.
On July 21, 1993, a jogger found the body of Nielene Loribell Doll, thirty-three, of Spokane, off Southeast Bull Run Road near Sandy, in rural Clackamas County; she had been reported missing earlier that month. By his account she went home with him after they had used methamphetamine together at a Portland bar, refused when he asked to tie her up for sex, and he strangled her after a struggle and tried to assault her body. He put her in the trunk of her own car, dumped her, and left the car in a Fred Meyer parking lot. Detectives later described his motive as sexual gratification and said he particularly enjoyed tying up his victims.
Seven months after his release from prison in 1993 he robbed two people with a shotgun and went back for six years. Paroled in 2000, he failed to register as a sex offender and left Oregon; he was arrested when he came back in 2004 to restore his disability benefits, released that December, and returned to prison six months later for groping a teenage girl in Northeast Portland. In 2008 he fled the state again, was caught a week later in Bakersfield, California, and was held until July 28, 2010. In January 2011 he left Portland for Texas.
In late July 2012, living in Brownsville, Texas, he called the Brownsville police and confessed to killing four women. He was arrested on July 23, 2012, and extradited to Portland on August 16. Investigators could confirm three of the killings; the fourth has never been identified and stands only as his account. On August 27, 2012, a Multnomah County grand jury indicted him on two counts of aggravated murder and nine of murder. His lawyers pointed to the lack of forensic evidence and raised questions about his mental state.
In 2013 he pleaded guilty to two counts of murder and one of aggravated murder for Carlson, Bennett and Doll; some accounts describe the plea as three counts of aggravated murder. He was sentenced three months later, at sixty-four, to life without the possibility of parole, and said nothing before sentence was passed. Numerous relatives of the three spoke in court, describing the pain he had caused.
He was held at Two Rivers Correctional Institution in Umatilla, Oregon, and died there in the infirmary on March 29, 2026, aged seventy-six, while in hospice care.
