Jeffrey Paul Cutlip was born on June 15, 1949. He was a convicted sex offender with a long record, and by the time of his confession he was living under the name Jesse Andre D'Breeze.
He killed three people in the Portland metropolitan area over eighteen years. Marlene Claire Carlson and Julie Marie Bennett were killed in the 1970s, Bennett found strangled in her Portland apartment. Nielen Loribell Doll was killed in 1993. One of the three was a teenage girl.
The cases went cold, the earliest for thirty-seven years.
He was released from prison in July 2010 and left Portland for Texas in January 2011. In July 2012 he telephoned police from Brownsville and confessed to killing four women. Investigators could confirm only three of them. He was arrested and held without bond in Portland.
In 2013 he pleaded guilty to two counts of murder and one of aggravated murder, for Carlson, Bennett and Doll. Some accounts describe the plea as three counts of aggravated murder. He was sentenced three months later to life without the possibility of parole, and said nothing before sentence was passed. Relatives of the three victims spoke in court.
The fourth murder he described has never been identified. It is his own account, and it stands only as that.
He was held at Two Rivers Correctional Institution in Umatilla, Oregon, and died there in the infirmary on March 29, 2026, aged seventy-six, while on hospice care.
