What ended it was a ski mask. Detectives had Spillman under watch, saw him get rid of it, and recovered it. There was blood around the openings cut for the mouth, and it matched the victims. That was the case.
He was born Roy Wilson in Spokane on August 30, 1969, and later took the name Jack Owen Spillman III. He left school in the ninth grade. His record goes back to 1982 and runs through indecent exposure, theft, malicious mischief, assault and rape. In 1993 he and another man were arrested in Kent over a sexual assault on a woman they had met in a bar. She reported it. The charges were dropped.
Penny Davis was nine and lived at Tonasket. She was killed in 1994 and the case went unsolved.
Rita Huffman was forty-eight and sold cars. Her daughter Amanda, who was called Mandy, was fifteen. They were killed in their home at East Wenatchee in April 1995. Rita was stabbed repeatedly in the chest and neck; Amanda was beaten with a blunt instrument. Both had defensive injuries, and both bodies were mutilated and posed afterwards. A broken watch put the attack at about half past eleven at night.
He had been watching the family for a considerable time, and it was the daughter he had been watching.
He was arrested on April 19, 1995, six days after the Huffmans were found. In custody he confirmed what investigators already suspected about Penny Davis. He gave them very little detail, but it was enough to charge him.
When she was exhumed, the position she had been buried in matched the way Amanda Huffman had been left.
Rather than face a capital trial he pleaded guilty in 1996 to three counts of aggravated first degree murder. Judge Carol Wardell imposed life without the possibility of parole for the Huffmans and added forty-five and a half years for Penny Davis. Charges of first degree rape, robbery and burglary were outstanding at the time and were never tried.
His cellmate, Mark Miller, told the authorities what Spillman had said to him, and it is in the court record: that he wanted to be the world’s greatest serial killer. He had told people he thought of himself as a werewolf and hunted the way an animal does. His sisters had noticed the wolf memorabilia accumulating and thought it strange before they knew anything else.
The forensic work that tied him in went beyond the mask. Animal hair and bite marks were both part of it, which is why the case turns up in the literature on forensic technique rather than only in true crime collections.
He is fifty-six and has been at the Washington State Penitentiary at Walla Walla since 1996.
