Waxin was born in 1969 and lived in the Lille area of northern France. He killed Nathalie Hoarau, six, in 1985, when he was sixteen; Cathy Moncheaux, nine, in 1990; and Nadja Tebib, four, in 1992. Each was sexually assaulted and stabbed.
The killings were seven years apart at the widest and were unsolved for years. He was identified and arrested on July 13, 1999, and the case was one of the French cases of that period that drove the creation of the national genetic fingerprint database, which was established in 1998 and extended after a series of unsolved child killings.
He was tried at Douai in May 2002 and sentenced on May 31, 2002 to life imprisonment with a minimum term of thirty years.
