St Clair was born in 1957. He had convictions in Oklahoma and was serving a sentence there when, in 1991, he escaped with another prisoner.
During the escape the two men moved through Oklahoma, New Mexico and Kentucky, robbing and killing. In Kentucky they abducted Frank Brady, a farmer, took his truck and shot him. St Clair was arrested on December 19, 1991.

He was sentenced to death in Kentucky on September 14, 1998. That sentence was overturned in 2004. He was resentenced to death on September 30, 2005, and that sentence was overturned in 2018 by the Kentucky Supreme Court, which found that the jury had been given inaccurate information about his prior convictions.
