Floyd lived in Tulsa, Oklahoma, and worked casually. He was known to the police as a voyeur before the killings began.
On July 10, 1942 the twenty-year-old wife of a Tulsa trucker was strangled in her home. Four more women were killed in the city over the following six years, strangled or beaten, and the bodies interfered with after death.
He was arrested on November 22, 1949 and confessed. He was examined, declared insane, and committed to a state institution in 1949.
There was no trial and no conviction. The five killings have never been tested in evidence, and the account of them rests on his confession and on the commitment proceedings.
Nothing accessible records what became of him. The entry is marked as one in which nobody was convicted, and the figure of five plus one, as the roster has it, should be read as the number of deaths the Tulsa police attributed to him in 1949.
