Chan was born in 1972. Between 1996 and 1997 he killed three young women who worked as hostesses in bars: Cheung Wah-mei, twenty-nine; Tam Ngan-hang, twenty-three; and Yu Wai-man, twenty-four. He suffocated one with a pillow and stabbed the others, and there were rapes and robberies.
He was convicted and sentenced to life imprisonment on January 13, 1999, in a judgment the reporting described in terms of the unimaginable cruelty of the offences.
