Neumann lived in Kiel in Schleswig-Holstein. Between 1983 and 1987 he strangled four women aged nineteen to forty, three of whom were working as prostitutes at the same premises. The killings arose in the course of arguments and following sex.

He was convicted and sentenced to life imprisonment in 1998: eleven years after the last of the killings, which indicates that the case was solved retrospectively, though nothing accessible says how.
